Thomas Stark IV — Tom, as he is known to many of his friends — is a native of Amelia County. He graduated from Hampden-Sydney College in 1986 and from the University of Richmond’s T.C. Williams School of Law in 1989.  While in law school, he did a Third Year practice internship with the Chesterfield Commonwealth’s attorney’s office, where he prosecuted criminal and traffic offenses primarily in the General District Court under the direct supervision of one of the assistant Commonwealth’s attorneys. After graduation from Law School, Tom served a one-year Judicial Clerkship with Justice A. Christian Compton of the Virginia Supreme Court. Upon completion of his clerkship, Tom joined the firm of Williamson and Lavecchia as an associate doing plaintiff’s personal injury, medical malpractice, products liability, workers compensation and traffic defense.

In 1996, Tom left Williamson and Lavecchia to join Progressive Insurance Company’s House Counsel office in Richmond, VA. Tom became the State Manager for Progressive’s House Counsel offices and defended Progressive and its insureds in personal injury actions and coverage disputes for 15 years. Craig Dunkum left Progressive and with Thomas Stark III they formed the firm of Stark, Dunkum & Stark, PLC.

Tom lives with his wife and two teenage sons in Hanover County and enjoys hunting, fishing, playing golf and watching his sons play a multitude of sports.

Tom served in the U.S. Marine Corps Reserve from 1984 until 1992, including a deployment to Kuwait in Desert Storm/Desert Shield.

At Stark and Stark, PLC Tom continues to handle insurance defense and coverage disputes and represent plaintiffs in personal injury actions. He also represents clients as plaintiffs and defendants in various civil litigation matters including commercial disputes and small business litigation as well as traffic and criminal matters. Tom also serves as an arbitrator in civil disputes.
